IGFA (International Game Fishing Association) does not certify anybody's line. What IGFA rated line means is that it will break at the breaking strain specified or less.
When IGFA tests the line, they soak it in water for 2 to 4 or 2 to 6 hours before doing a tensile test, where the line must break at the specified breaking point or less. If it breaks at a higher point, the line is disqualified.
